Amending Section 9-601 of The Philadelphia Code, entitled "Garages, Parking Lots, Sales Lots and Sales Showrooms," by requiring Public Parking Lots and Public Garages to accept credit cards and debit cards in payment of parking rates, by conditioning all licenses and permits issued under that Section on the authority of City and Philadelphia Parking Authority enforcement officers to enter public garages and parking lots to enforce the provisions of the Section, by revising the provisions governing the permitting and regulation of valet parking operators, and by making certain technical changes — Open Common Ground
