Providing for the submission to the qualified electors of the City of Philadelphia of a proposed amendment of The Philadelphia Home Rule Charter, set forth in a Resolution approved by Council, to authorize Council to regulate the process by which concessions are awarded for the sale of products or the rendition of services for a consideration on park or recreation land or facilities, and to provide that all revenue from such concessions must be paid into a special fund that may only be used to carry out the powers and duties of the Department of Parks and Recreation, and to make arrangements f — Open Common Ground
