This bill sets minimum standards for 'best and good faith efforts' to be used in developing and implementing Economic Opportunity Plans (EOPs) in Philadelphia. The goal is to ensure that EOPs include meaningful participation by Minority/Women/Disadvantaged Business Enterprises (M/W/DSBEs) and a diverse workforce. The plan requires submission of evidence to document these efforts.
