Amending Title 12 of The Philadelphia Code, entitled "The Traffic Code," by providing for the establishment of parking for motor-driven cycles and similar motor vehicles; adding new definitions; providing for civil penalties for violations; making such amendments contingent upon the enactment of an ordinance relating to metered parking for physically handicapped persons; and making certain technical changes; all under certain terms and conditions.
