Amending Chapter 19-1800 of The Philadelphia Code, entitled "School Tax Authorization," by specifying a rate for tax year 2004 that is dependent on total taxable assessed values certified by the Board of Revision of Taxes; by restating the rates of taxation in tabular form; and by further authorizing the Board of Education to impose a tax on real estate within the City of Philadelphia; all under certain terms and conditions.
