Amending Title 12 of The Philadelphia Code, entitled "Traffic Code," to revise the penalties for certain parking violations; revise the fees for booting, towing and storage of certain immobilized and impounded vehicles; prohibit a vehicle owner from parking his or her vehicle on a public highway without a valid certificate of inspection and provide the penalty for such a violation; and make certain technical changes; all under certain terms and conditions.
