Amending Section 9-204 of The Philadelphia Code, entitled "Sidewalk Vendors in Center City," by exempting sidewalk sales by owners and tenants of properties in the 900, 1000 and 1100 blocks of Pine street, and regulating such activity under the sidewalk sales provisions of Section 9-205 of The Philadelphia Code, all under certain terms and conditions.
